Delivers the same private checkout link to the buyer again, and returns the offer. The
offer must already have been sent once — use send for the first delivery — and must still
be active and unlapsed.
Resending is rate limited to one message per offer every 5 minutes.
Inside that window the call is refused with 429 cooldown_active, whose
retry_after_seconds says how long is left; the offer’s own next_resend_available_at
says the same thing before you call.
Delivery is asynchronous. A 200 means the resend was accepted and stamped on
last_buyer_notification_at — it does not confirm the message reached the buyer.
